Yes, Arizona is an at-fault state. At-fault state means you need to prove the liability of the other driver who hit you. So you get to present evidence and get into things about the crash that some no-fault states you might not be able to get into. Some states have what is called an accident privilege, so where the tortfeasor could tell the officer, “I’m sorry I was picking up my phone”, but you couldn’t use that in trial because anything said to the officer was privileged. Arizona is not that way.
